Permitting & Regulatory Affairs Manager

Role summary

Lead the delivery of regulatory and environmental planning, impact assessments, permits and authorizations for CCUS projects in the North Sea. Represent projects to internal and external stakeholders and ensure permitting and regulatory requirements are identified and addressed in line with project maturation timelines. Support multiple projects, including the Shell Offshore Carbon Storage (SOCS) Netherlands project and the Netherlands element of UK projects.

Responsibilities

• Permits & Consents strategy: Develop the Permits and Consents strategy plan aligned with processes and procedures to support project and future asset compliance.
• Permits & Consents register: Develop and maintain a register detailing permits and consents across design, construct, operate and decommissioning phases, with focus on FEED phase.
• Impact assessments: Facilitate collection of input for ESHIA and other studies to align project design with permit applications.
• Permitting delivery: Ensure required environmental permits and consents are obtained on time and maintain the register.
• Design input: Provide permitting elements to the design team and monitor compliance with relevant HSE rules, regulations, permits and standards during design.
• Stakeholder engagement: Maintain effective relationships with regulators, government agencies and local stakeholders (including NGOs); engage externally on HSSE matters and proactively inform external parties about projects from an HSE and permitting perspective.
• Risk & reporting: Actively participate in Non-Technical Risk Teams (NTR) and report progress and potential concerns to the FEDM/BOM in a timely manner.
• Regulatory advice: Advise Government Relations/External Relations and proactively advise on emerging HSE legislation and regulations.
• Cross-border alignment: Align and work with the UK advisor to ensure compliance for cross-border pipeline activities.

Collaboration

• Work closely with FEDM, project leads (subsurface, wells, etc.), development planner, SMEs and Discipline Leads.

Qualifications & experience

• Education: University degree.
• Experience: 10+ years of relevant industry experience.
• Regulatory knowledge: Strong understanding and working knowledge of relevant regulations and permitting requirements for the Netherlands; preferably knowledge of UK requirements in the North Sea context.
• Track record: Proven experience leading environmental and permitting activities in the Netherlands and demonstrable evidence of dealing with regulatory bodies for North Sea activities.
• Stakeholder influence: Ability to effectively influence internal and external stakeholders and build trust with leadership and senior stakeholders; network experience (e.g. KGG, SoDM, TNO, Rijkswaterstaat) is desirable.
• Communication: Strong verbal and written communication skills.
• Leadership: Ability to multi-task, lead teams of technical professionals, challenge existing ways of working and identify improvements.
• Technical advantage: Familiarity with NAM/Tenaz offshore assets is a strong advantage.
